Perhaps this isn't the best Space Wolves army list, but it's certainly the most sensible.In fact, as soon as Alex posted this, I scrolled through it and thought "Hey, that's actually a really good list". For a change it's not points optimised to the eyeballs and not everyone is in a minimal squad riding in a las/plas Razorback.
In fact, it's the kind of list that James (aka: Dark Angels Beat Stick) would come up with, because it's very forgiving and simple to play.

Army Philosophy
I know we call James "Dark Angels Beat Stick", but his army lists are generally very good. They're not meta army lists, but they're always tough, numerous and very well balanced.
Like I've said before, if James played more often and analysed the game better, he'd be kicking my arse all over the place.
Normally we're used to seeing Alex come up with the most meta spam army lists we've ever seen -gawd bless 'im! But you have to ask yourself whether it's better to take a shot at the top spots with a seriously optimised army that needs a lot of micro management, or to field an army that's more forgiving?
The real beauty is that anyone could play this army straight out of the box. All the units do one thing and do it well. And it's obvious how to use them the minute you look at the line up.

I think he has taken the WG with combi-melta because you have to take 5 to get the cyclone missile launcher. I'm guessing he sticks him in the 6 man grey hunter unit to boost the numbers.

I assume each PA Wolf Guard goes with each Gray Hunter unit. Since one will be sitting in the home objective there is no need to invest in the PF, but the combi-melta is always handy to have.
Also, it is part of the beauty of the Wolf Guard that you can decide to which unit you'll attach them (if any!), so for example you can alternatively make the 4 PA steal a Razorback and go straight to your opponent's neck, a la Sternguard. Or you can simply use that last PA WG as some sort of lone wolf!

Sensible? Yes very. Best? Don't think there is a best. Optimal, can't really say I am not a fan of optimal las/plas razorback armies, so I can't comment on optimization.
However, I try to make and play fun lists. To me this doesn't look like much fun. Though I do like close combat more than shooting.
This is a very nurse shoe space wolf list. Sensible, probably reliable, but not any fun.
I'd rather have another squad in a razorback, or put two in them for more fire.

Its my 1750pt list. I would have to say though Adam, its not my best list. I built it specific for the ETC to handle a certain range of armies. If I was to make a solid balanced list, I would probably take Lone wolves or scouts over the dreads as they are more specific tbh!
Also Im losing faith in Las/plas, but the problem is where else can I find reliable plasma fire!

I'll throw my hat in...
I haven't really found much faith in the Standard. If you have the points to spare, I'd pick them up, but not my thing.
As for reliable plasma, I really would look into dropping the standards and getting each long fang squad a Plasma Cannon and make the transports into Lazorbacks. You'll find that you won't miss the extra missile because you have that reliable S9 weapon and the Plasma Cannon hidden in each squad makes it tough to get rid of all 3. Yes, you can "Gets Hot!," but with 1/6 chance of happening and 2/3 chance of ignoring it, it really isn't that bad.
Additionally, I have tried mixing up my squads and used 10 man squads in 'Ard Boyz with 2 Plasma guns, Standard, and Wulfen. I'm going to drop the Wulfen for a power weapon and I'll stick with the Plasma Guns moving around and popping out of the hatch. Yes, again, "Gets Hot!" sucks, but once you realize how devastating plasma really is, you'll use it more. Melta guns are neat, but the only REAL use is Armour 13, 14. Everything else, you're packing so much heat, it's going to be useless to get in close. Use that Plasma!
Finally, we have S10 Thunderhammers with 19"~24" threat range! Do not forget this. Also, Lone Wolves are my preference over Dakka Dreads. With 3 TLLC, 12 Krak, 3 PLCN, you're already rocking every thing in a 1750 game.
I'd say drop the Wolf Guard, fatten the Grey Hunters, get a Lone Wolf or two and put the Rune Priest in a Rhino with TW/SC and drop the Chooser and get those vehicles midfield with a constant 5+ cover save.
If you want the Melta still, drop in a Squadron of Speeders (or two) from the points adjustment. I'd rather deep strike a MM speeder and pop something versus a dread!

You dont feel standards are worth it?
As the rules of the internets state, I am to ignore all else you have said in that long post.
Honestly dude, all it takes is for a single 1 of an armour save fail to be made again successfully and you have made your points back. Let alone the rolls to hit, wound etc that it also increases.
If I could take 4 in each squad...I would

Agreed, Wolf Standard is amazing for everything it can do.
But most importantly, it allows you to reroll failed armour saves of a 1. That makes a really vital difference -especially with my dice rolling!

i also feel that wolf standards are worth every point. while i run 4 grey hunter squads in my army each one has a melta gun, wolf stand, mark of the wulfen and a wolf guard armed with power fist and combi melta all riding happy in a rhino for a cool 243 points. every combat the standard has paid off - really.

It is 1760 pts in this army, perhaps there shouldn't be wolf standard in 5 grey hunters?
Is it possible to win playing annihilation? A lot of easy kill points
